Stephanie Titus, Chief Strategy Officer & Vice President of Philanthropy, is responsible for planning, implementing and coordinating strategies to advance the mission of RHF by developing and maintaining appropriate systems, compliance standards and accountability metrics for strategic planning, RHF’s culture of belonging initiative, and the fund development activities for RHF’s affordable housing communities, as well as directing grant making and program operations for RHF Charitable Foundation.

Yuri Escandon joined RHF in 2022 as Vice President of Affordable Housing Operations. He oversees the daily operations of Foundation Property Management and RHF Management, Inc., the arm of RHF that is responsible for the daily operations of its 180 affordable communities for low-income seniors, working families, and persons with disabilities. He brings 20 years of experience in nonprofit affordable housing management, focusing on effective leadership, operational insight, and innovative property management strategies. Before that, Mr. Escandon served as the Superintendent of Schools for Calvary Chapel Christian Schools where he became an Ordained Minister.  Mr. Escandon was commissioned into the United States Marine Corps in 1993 after graduating from the University of Southern California with a B.S. in Public Administration.  He continued in the Marine Reserves attaining the rank of Major while working as a Law Enforcement Officer for both Beverly Hills and Downey Police Departments. In addition to continuing his education at the Davis School of Gerontology, Mr. Escandon is a licensed California Real Estate Broker.

Jamar Doyle began his service as President and CEO of the Council for Health and Human Service Ministries in March 2022.  Prior to joining CHHSM, Jamar worked for over 16 years in community development in Cleveland Ohio, leading organizations whose mission was to foster equitable and inclusive economic development and community engagement on Cleveland’s east side.  In 2019 Jamar was selected to the German Marshall Fund’s Marshall Memorial Fellowship, an experiential leadership program that networks leaders from both sides of the Atlantic to promote shared liberal democratic values.  He is also a graduate of the Coro Fellowship in Public Affairs; a national leadership development program designed to advance ethical leaders and build their capacity in order to create a more connected and inclusive communities.Currently Jamar is a member of the United Church of Christ Board, the Cornerstone Fund Board, the National Benevolence Association Board, and serves on the board of the Museum of Creative Human Art (MOCHA) in Cleveland. He is the former Vice President of the board of directors of the Ohio CDC (Community Development Corporation) Association and was a commissioner on the Cleveland Metropolitan School District’s Bond Accountability Commission. Jamar holds a Master’s in Urban Planning, Design and Development from Cleveland State University’s Levin College of Urban Affairs and a dual B.A. in Political Science and Urban Studies from the University of Pittsburgh. Jamar is a member of South Euclid United Church of Christ.

Scott P. Moore is widely recognized as a national expert in ADA and fair housing law.  Scott is a former senior trial attorney and deputy chief with the Civil Rights Division of the U. S. Department of Justice in Washington, D.C. where he served as lead counsel on some of the largest pattern or practice cases brought by the United States across the country.  Scott counsels clients on day-to-day ADA and fair housing issues and he represents housing providers across the country in complex ADA and fair housing matters.  Scott has also been retained by national housing industry groups to draft amicus curiae briefs in cases involving novel fair housing issues and provide comment on various regulations proposed by HUD impacting fair housing.

As a person with a disability, Scott brings a unique perspective of the issues that arise under the ADA and fair housing laws.  His background combined with his experience allows him to offer clients more than just legal advice.  He provides his clients with a deep understanding of the complex array of ADA and fair housing requirements. 

Scott is also recognized as a dynamic and informed ADA, fair housing, and Section 504 speaker.  Scott is frequently asked to speak to national nonprofit groups, federal and state governmental agencies, the housing and retail industries, colleges and universities, and other industry groups on various ADA, fair housing, and Section 504 topics. Mr. Moore currently serves as a legal specialist for the U.S. Department of Housing and Urban Development's Fair Housing Accessibility First program.

Mullin, Richter & Hampton, LLP. She serves on the firm's Recruiting Committee, Sustainability Committee, and is a member of the Wellness Resources Group. She is also actively involved in pro bono work at the firm. Kristi’s practice involves representing employers in the defense of complaints for class action and single-plaintiff matters.  Kristi has handled all aspects of civil litigation defense, including taking and defending depositions, law and motion practice, mediation, arbitration, and second-chairing multiple trials to defense verdict. Kristi also provides day-to-day counseling on a wide variety of labor and employment law issues, including wage-and-hour issues, disability and family/medical leave issues, discipline, and termination. She conducts supervisor and non-supervisor trainings on behalf of clients regarding sexual harassment and workplace behavior.

Dr. Nicolas Rafael Beliz is a licensed, LPS designated clinical psychologist and supervisor at the Los Angeles County Department of Mental Health School Threat Assessment Response Team. He currently responds to psychiatric crises in the community as well as provides psychological first aid during natural disasters and local tragedies in Los Angeles County. He provides violence threat risk assessment and consultation to school districts, mental health providers, and local and federal law enforcement agencies and specializes in intervention with individuals on the pathway to targeted violence. Dr. Beliz also trains professional staff, law enforcement, and parents locally and nationally on risk factors and situational awareness regarding targeted school violence, suicide prevention and warning signs, field safety, and de-escalation. In addition, Dr. Beliz is an instructor in the Los Angeles Police Department's Mental Health Intervention Training Program as well as a co-responder in the Los Angeles County Sheriff's Community College Bureau. Previous work experience includes serving as the lead therapist on the adolescent and pediatric unit of an inpatient psychiatric hospital. 

I am Roz Cohen, Ph.D., an Inclusion Strategist and Thought Partner passionately committed to building radically connected cultures. With over two decades of experience in the HR field, I have developed a wealth of knowledge through my diverse roles in esteemed organizations and my academic research endeavors. As the founder of Socius Strategies, a San Francisco-based inclusion and strategy practice, I specialize in creating cultures of inclusion, connection, and belonging. My dissertation from the Leadership and Change Ph.D. program at Antioch University focuses on the impact of inclusive leadership on employee engagement and organizational success, which informs my practical approach with clients—blending research-backed insights with a touch of humor. In addition to fostering inclusion and belonging, I provide external HR support, helping organizations align their culture with their operations. I am also a public speaker, sharing the importance of creating connected cultures wherever I go. My work is about bringing realness and radical connection to the forefront, believing in the transformative power of vulnerability, acceptance, and relationships rooted in courage. As a board member, mom of two hilarious teens, foodie, and travel enthusiast, I bring a well-rounded perspective to everything I do, aiming to change the world one connection at a time.

Stuart Hartman is a seasoned executive with over 40 years of invaluable experience in the housing and healthcare industry including 33 years at Retirement Housing Foundation. 

Established in 1961, RHF is one of the largest nonprofit developers and operators of Affordable Housing and Healthcare communities in the U.S. With 182 communities and more than 19,000 units in 27 states, Washington D.C., Puerto Rico, and the U.S. Virgin Islands.

Prior to becoming RHF’s President & CEO, Mr. Hartman was RHF’s Sr. VP of Operations for Housing, Healthcare, Acquisitions and Development. 

As the CEO, he brings a wealth of knowledge and expertise in leading successful teams and driving strategic growth. Stuart's extensive experience and exceptional track record have established him as a trusted leader within the industry. His unwavering commitment to excellence, combined with his keen business acumen, has consistently delivered impressive results for our organization. With a deep understanding of our organization's values and vision, Stuart continues to inspire and guide our team towards continued success.

He is the licensed real estate broker for the Corporation’s two real estate management companies. He has a National Assisted Housing Professional- Executive designation. 

Over his career, he has held positions on the Board of Directors and Committees for various organizations including Peppermint Ridge, LeadingAge and SAHF. He has spoken on multiple topics over the years including “Nursing Home Mortgage Insurance Evaluating Risks” for The National Mortgage Banker Association, “CEO Succession” for Ziegler and “Affordable Housing” for CHHSM. 

Chris Ragon joined Retirement Housing Foundation in 2005 as Public Relations Manager and was promoted to Director of Public Relations in 2006. In 2015 she was promoted to Vice President of Communications.

She oversees the organization’s communications activities including all publications and printed materials, affordable housing marketing efforts, RHF’s (and communities’) social media presence, RHF’s website (and communities) websites. She oversees all video production for the organization.

She leads RHF’s advocacy efforts (national and state levels) for RHF’s 182 communities, 19.000 residents, and 950 team members. She is responsible for all community relations, including maintaining and expanding RHF’s relationship/affiliate with the United Church of Christ.

Ms. Ragon received her B.A. in Communications from the California State University, Fullerton, and is a Certified Event Planner.

Joanne Silva joined Retirement Housing Foundation in December 1988 as the Accounts Payable Supervisor. Joanne was promoted to Accounts Payable Manager and in May of 2004 added on the responsibilities of managing the Occupancy Department. Joanne obtained certifications in Occupancy compliance, Rural Development compliance, and Tax credit compliance. As the demands in the accounts payable and occupancy department grew, Joanne turned her focus solely on the Occupancy Department and was promoted to Director of Occupancy and Tax Credit in August 2011 and Vice President of Occupancy and Tax Credit Compliance in August 2020. Joanne oversees the organization’s monthly processing of more than 8500 Section 8 subsidy billings and directs the processing of applicant rental applications, annual tenant certifications, and recertification’s to ensure qualification and compliance for subsidized and tax credit programs. Joanne coordinates and monitors the progress of the annual renewal submissions for over 130 HAP and PRAC contract renewals to ensure continued subsidized financing. Joanne reviews and prepares responses for applicant appeals and provides training to field staff on occupancy requirements as well as implementing changes in regulations.

Katie Woodward joined the RealPage team in 2014. Prior to RealPage, she spent several years in property management and has experience onsite in multiple roles.  Katie is well versed in many solutions under the RealPage umbrella, with a special focus on the affordable vertical, and is CPO (Certified Professional of Occupancy) certified.  As a Senior Solution Engineer, she loves to spend her weeks on the road as much as possible, visiting with customers and helping to improve their processes and our solutions. In her spare time, she likes to spend time with friends and family, doing Pilates, or supporting the dance instructors and students in the studio where she grew up doing competitive dance. She obtained a Bachelor’s degree from the University of Texas at Dallas in Literary Studies and currently resides in Plano, Texas. 

Roland Cons is a HR Systems professional with over 15 years of experience providing management support to Corporate HR & IT leaders in his recent positions.

Roland has worked in the Aerospace, Healthcare, Financial and Non-Profit industries, providing experience implementing HR systems, integrations, analytics & training. 

He is currently the Sr HRIS Analyst managing our UKG HCM systems here at RHF.

Ingrid Hernandez is a seasoned professional with 24 years of talent acquisition experience and 15 years in human resources. Known for her expertise in recruitment strategies, employee engagement, and process optimization, she has consistently delivered exceptional results by connecting organizations with top-tier talent while fostering inclusive workplace cultures.

Tina Robinson joined Retirement Housing Foundation in 2001 as a temp and was hired on permanently as a Staff Accountant in November of 2001.

She rose through the ranks in the Affordable Housing Accounting Department from Senior Accountant to Supervisor, to Manager, and then to Director as she became more familiar with compliance requirements and restrictions associated with HUD 202 (Low-Income Housing for Elderly program), PRAC (Project Rental Assistance Contracts) and LIHTC (Low-Income Housing Tax Credit program).

In 2023, she was promoted to Vice President of Housing Accounting.

She manages a department of 16 team members and oversees the accounting, audit, and compliance requirements of 160 HUD and tax credit communities across the country, generating revenue of over $146 million. She coordinates audit compliance testing and annual internal controls walkthroughs.

Prior to RHF, she worked for a CPA firm in Culver City for nine years, Korney & Korney, and prepared monthly financial statements and quarterly payroll tax and sales tax returns for multiple clients ranging from property management, entertainment, legal, manufacturing, and restaurant industries.

Ms. Robinson earned a Bachelor of Science degree in Finance from California State University, Long Beach.

Beatriz Camarena began her career in property management in 2008 with the HUD 202/8 program. She later became a Regional Team Manager, working with HUD and Tax Credit programs, and assisted the Compliance Department with file reviews and audits. In 2015, Beatriz was promoted to Compliance Marketing Specialist. She joined RHF in 2023 as an Occupancy Compliance Specialist, focusing on compliance and Urban Futures reporting.

Crystal Torres began her career with RHF in 2010 as an Occupancy Clerk. Through her dedication and expertise, she quickly advanced through various roles, including Occupancy Specialist, Assistant Manager, and ultimately to her current position as Occupancy Manager. As Occupancy Manager, Crystal oversees the daily operations of the Occupancy Department, managing a team of 11 occupancy staff and ensuring compliance across 180 communities with 21  programs nationwide.

Kent joined RHF in May 2007 as the Manager of RHF’s budget department.  As manager, Kent oversees the preparation of all property and corporate entity budgets. In December 2017 Kent received a promotion to Director of Budget and Analytics, where he took on the role of managing RHF’s Oracle Accounting system.  Since his time as Director, RHF has added additional functionality to our Oracle systems, APEX for Accounts Payable and dashboarding, Planning and Budgeting, and Narrative Reporting.  Current projects Kent is working on include Oracle IDR (Intelligent Document Recognition) and Oracle’s Expense reimbursement program. In his free time Kent enjoys bowling, cooking, and spending time with his 2 chihuahua’s Apollo and Mei Mei.

Having worked at Retirement Housing Foundation for over 18 years, I have developed a deep expertise in managing accounts payable operations, ensuring accuracy, efficiency, and compliance. Throughout my career, I have embraced the principle that hard work lays the foundation for success—leading to both professional growth and the opportunity to enjoy life's rewards. In my personal time, I enjoy vacationing, particularly cruising and visiting destinations with casinos. I am also eagerly looking forward to the next chapter of my life: my greatly anticipated retirement—where I plan to embrace a life of leisure, free from spreadsheets and deadlines.

She holds the CPM designation from IREM, previously served on the LeadingAge Indiana Board, currently serves on her local HOA Board, and is a recipient of CHHSM’s Diakonal Minister designation through participation and completion of the Nollau Institute for Servant Leadership.  

Kevin Gilchrist has over 20 years of affordable housing experience having worked with a syndicator and a developer.  He is currently the Vice President of Development Finance and Asset Management with Retirement Housing Foundation, and he has been with RHF since 2001.  He is responsible for preparing and reviewing the financial projections for potential acquisitions and new construction using Low Income Housing Tax Credits, Tax-Exempt Bonds and various HUD programs.  He is also responsible for the asset management of RHF’s communities.  He worked as a financial analyst for WNC & Associates, Inc. a tax credit syndicator from 1999 to 2001 where he updated investment and investor models for large corporate investors in addition to preparing the consolidated fund level audits.  Kevin graduated in 1998 from California State University San Bernardino with a Bachelor of Science degree in business administration with a concentration in accounting.

Betsy is committed to fostering growth through shared experiences, innovative processes, and strategic implementation, with the goal of leading and empowering individuals while continuously striving to provide affordable housing in the communities we serve. Betsy has successfully managed a diverse portfolio, including multifamily, senior, conventional, mixed-use, affordable, and low-income housing properties, with expertise in Tax Credit, HUD, BOND, MHP, HOME, and Section 8 programs. Betsy has a proven track record in operational optimization, compliance, renovations, resyndications, and team building.

He provides violence threat risk assessment and consultation to school districts, mental health providers, and local and federal law enforcement agencies and specializes in intervention with individuals on the pathway to targeted violence. Dr. Beliz also trains professional staff, law enforcement, and parents locally and nationally on risk factors and situational awareness regarding targeted school violence, suicide prevention and warning signs, field safety, and de-escalation. In addition, Dr. Beliz is an instructor in the Los Angeles Police Department's Mental Health Intervention Training Program as well as a co-responder in the Los Angeles County Sheriff's Community College Bureau. Previous work experience includes serving as the lead therapist on the adolescent and pediatric unit of an inpatient psychiatric hospital. 

Chris Ragon joined Retirement Housing Foundation in 2005 as Public Relations Manager and was promoted to Director of Public Relations in 2006. In 2015 she was promoted to Vice President of Communications.

She oversees the organization’s communications activities including all publications and printed materials, affordable housing marketing efforts, RHF’s (and communities’) social media presence, RHF’s website (and communities) websites. She oversees all video production for the organization.

She leads RHF’s advocacy efforts (national and state levels) for RHF’s 182 communities, 19.000 residents, and 950 team members. She is responsible for all community relations, including maintaining and expanding RHF’s relationship/affiliate with the United Church of Christ.

Ms. Ragon received her B.A. in Communications from the California State University, Fullerton, and is a Certified Event Planner.

Scott P. Moore is widely recognized as a national expert in ADA and fair housing law.  Scott is a former senior trial attorney and deputy chief with the Civil Rights Division of the U. S. Department of Justice in Washington, D.C. where he served as lead counsel on some of the largest pattern or practice cases brought by the United States across the country.  Scott counsels clients on day-to-day ADA and fair housing issues and he represents housing providers across the country in complex ADA and fair housing matters.  Scott has also been retained by national housing industry groups to draft amicus curiae briefs in cases involving novel fair housing issues and provide comment on various regulations proposed by HUD impacting fair housing.

As a person with a disability, Scott brings a unique perspective of the issues that arise under the ADA and fair housing laws.  His background combined with his experience allows him to offer clients more than just legal advice.  He provides his clients with a deep understanding of the complex array of ADA and fair housing requirements. 

Scott is also recognized as a dynamic and informed ADA, fair housing, and Section 504 speaker.  Scott is frequently asked to speak to national nonprofit groups, federal and state governmental agencies, the housing and retail industries, colleges and universities, and other industry groups on various ADA, fair housing, and Section 504 topics. Mr. Moore currently serves as a legal specialist for the U.S. Department of Housing and Urban Development's Fair Housing Accessibility First program.

Roland Cons is a HR Systems professional with over 15 years of experience providing management support to Corporate HR & IT leaders in his recent positions.

Roland has worked in the Aerospace, Healthcare, Financial and Non-Profit industries, providing experience implementing HR systems, integrations, analytics & training.

Rita Cruz Gallegos is the Managing Partner at Genesis Group & Associates, a consulting firm specializing in healthcare, business administration, program development, strategic marketing, public relations, and grassroots outreach, particularly in ethnic communities. With a deep commitment to community empowerment, Rita excels in connecting and communicating with key community members, raising awareness through educational engagement, and driving meaningful change in underserved populations.

In her role at Genesis Group, Rita leads efforts to foster stakeholder engagement, develop and facilitate staff training workshops, webinars, and community events, and ensure the successful execution of health/resource fairs and town halls. Her focus on collaboration with community organizations and leaders has consistently resulted in increased access to essential healthcare services and resources.

Rita has also collaborated as a Provider and Community Outreach Strategist, representing the California Department of Health Care Services in outreach and education initiatives for the Coordinated Care Initiative. Her work ensured that communities are informed, connected, and equipped to access critical health programs and services.

Previously, Rita served as the Statewide Senior Program Director for Latino Programs at Health Net of California. She was responsible for promoting the company's cross-border product, ""Salud con Health Net,"" and advocating for Health Net’s full portfolio of services to Latino communities across California.

Born in Mexico and immigrating to the U.S. at a young age, Rita holds a Bachelor of Science in Business Administration from Azusa Pacific University and a law degree from Glendale University College of Law. She is also deeply involved in volunteerism, serving as Vice-Chair of the Board of Directors for Latino Health Access in Orange County and contributing to boards such as the Community Health Initiative of Orange County and the OC Caregivers Collaborative. Rita also chairs the Family Festival and other fundraising events for Holy Name of Mary Catholic Church in San Dimas, where she is an active member.

Rita resides in the East San Gabriel Valley with her husband and their dog, Chapis.

Mr. Rivera-Jackman currently works for HumanGood, affordable housing provider based in Duarte, CA with senior housing communities located in WA, OR, PA and DE. Ruben serves as Resident Services Coordinator at two affordable senior housing communities located in the Seattle, WA area.

Diana Pro serves as the Director of Social Service Coordination and QA Director for Retirement Housing Foundation, overseeing a dedicated team of over 100 Social Service Coordinators across the United States, including Puerto Rico and the Virgin Islands. With over 25 years of experience in the social services field, Diana brings a wealth of knowledge and passion to her role.

Her journey with Retirement Housing Foundation began 17 years ago as a Social Service Coordinator, where she worked closely with older adults in affordable housing. Diana’s commitment to empowering communities and enhancing quality of life has been the hallmark of her career.

Diana holds a Bachelor of Science in Human Services from California State University, Fullerton, a Family Development Credential from the University of Connecticut, and a Master’s in Social Work from California State University, Long Beach.

Outside of work, Diana is deeply involved in her community. She volunteers at food pantries, visits patients in skilled nursing facilities, and serves as the treasurer for the Southern California Chapter of the American Association of Service Coordinators.
